Monitoring and Evaluation Series No. 2: Concepts (Brazil)
The publication describes the main monitoring concepts used in Brazil and explains its importance and the aim to increase the efficiency and transparency of social programs. As an integral part of the Ministry of Social Development and Fight against Hunger structure, the Secretariat for Evaluation and Information Management conducts monitoring through the systematic data collection and analysis on the implementation of social programs.
While monitoring and evaluation systems both help to bring about improvements in social programs, they are in fact two different concepts. Monitoring involves the program manager in tracking the actual development of the activities. He seeks to obtain and analyse information on the activities with a view to improving them. Meanwhile, evaluation concerns the manager determining the impacts of a program.
